2. Information on the Procurement Exercise
Contracts will be subject to the Bank's Procurement Policies and Rules and are open for participation for firms from any country, unless otherwise specified in the procurement documents.
The type of contract and the procurement method is stated above. A full description of the procurement exercise is available within the documentation and is available free of charge in ECEPP.
The documentation will include such information as: detailed technical and financial requirements; any information on lots; the expected outcome; eligibility and qualification requirements; contract start date; planned contract duration; any response requirements; any other relevant information.

3. Other Information
This Invitation for Tenders follows the General Procurement Notice for this project which was published on the European Bank for Reconstruction and Development (the Bank) - EBRD website 16.02.2015, and the updated General Procurement Notice (Procurement Ref. 9587-GPN-45987) is published on 28.02.2020 on the EBRD website.
Public Enterprise for State Roads hereinafter referred to as the Employer, intends using part of the proceeds of a loan from the Bank towards the cost of the above cited project.
The Employer now invites sealed tenders from contractors for the following contracts:
Lot 1 Rehabilitation of Regional Road R1102, section Katlanovo - Veles from km 0+000 to km 3+520.27 and from km 17+608.99 to km 22+492.50 . T
Subject to rehabilitation are two subsections in total length of 8,403.78 m.
The Works include scrapping and milling of the existing pavement, mechanical cutting of the existing pavement structure, repair of cracks and potholes, construction of asphalt layers, drainage works, etc. Along this road section there are 5 existing bridges, 10 existing culverts and 14 new culverts have to be constructed.
Lot 2 Rehabilitation of Regional Road R1102, section Veles - Gradsko
The road section from Gradsko to Veles is in length of 20,106.75 m.
The works include scrapping, milling of the existing pavement structure, repair of single cracks, patching potholes, demolition of existing gutters, construction of asphalt layers, cleaning out the existing culverts, demolition of existing steel guardrail, etc.
Lot 3 Rehabilitation of National Road A4, section Blace - Skopje
The road section Blace – Skopje, subject to rehabilitation, is in total length of 10.18 km. The works include: milling, scrapping, construction of asphalt layers and asphalt gutters, removal of damaged concrete layer from carriageway slab, repair of degraded surfaces in the tunnel. etc.
Lot 4 Rehabilitation of National Road A3, section Bitola - Medzitlija
This road section is in total length of 12.68 km. The works include scrapping, milling of the existing pavement, construction of asphalt layers, treatment of the longitudinal and transversal joints, construction of asphalt gutters, on few parts replacement of the subbase layer of crushed stone is necessary, etc. There are 5 existing bridges and 26 existing culverts along the existing road section.
Lot 5 Rehabilitation of National Road A2, section Podmolje – Struga – Kafasan
The section is in length of 19.03 km. The works include scrapping, milling of the existing pavement structure, repair of single cracks, patching potholes, demolition of existing gutters, construction of asphalt layers, cleaning out the existing culverts, demolition of existing steel guardrail, installation of new pedestrian fence on the bridges, etc.
There are 3 existing bridges, 13 existing retaining walls and 56 existing culverts along the alignment.
Time for Completion of the Works is: 9 months for Lot 1, Lot 2, Lot 3 and Lot 4 and 12 months for Lot 5.
The Contract for works will be in accordance with FIDIC Conditions of Contract (Red Book - First Edition 1999, Conditions of Contract).
Tenders are invited for one or more lots. Each lot must be priced separately. Tenders for more than one lot may offer discounts and such discounts will be considered in the comparison of tenders.
The assignment is expected to start in December, 2021.
Prospective tenderers who have registered in ECEPP and expressed an interest in the contract may access the tender documents and may request clarification and further information from the client through ECEPP.
Tendering for contract to be financed with the proceeds of a loan from the Bank is open to firms from any country. The proceeds of the Bank's loan will not be used for the purpose of any payment to persons or entities, of for any import of goods, if such payment or import is prohibited by a decision of the UN Security Council taken under Chapter VII of the UN Charter.
