General Procurement Notice

1. Funding Details

The above named client intends to use part of the proceeds of a loan from/grant administered by the European Bank for Reconstruction and Development (the Bank) towards the cost of the above named project.

Additional financing information:
A sovereign guaranteed loan of up to EUR 200 million, including funding for rail infrastructure rehabilitation, automatic control over the technical condition of rolling stock, battery shunting locomotives, and a capital support facility addressing the Company’s immediate liquidity needs

2. Information on the Project

Project Description:
The Project will support the expansion of the cross-border capacity and improve railway connectivity corridors with EU, address border crossing bottlenecks and mitigate war impact through rehabilitation of the relevant railway sections and procurement of rolling stock.

3. Other Information

The proposed Project will require the procurement of the following:
- Track superstructure materials (rails, rail fish plates, fastenings, switches);
- Hot box detection system;
- Battery shunting locomotives (electric mobile railcar movers);
- Capital support facility addressing the Company’s immediate liquidity needs, incl. fuel, electricity, and wages

Contracts will be subject to the Bank's Procurement Policies and Rules and are open for participation for firms from any country unless otherwise specified in the procurement documents.

Procurement under this project will be conducted using the EBRD Client E-Procurement Portal (ECEPP). If you intend to participate in any procurement under this project, please ensure you have registered in ECEPP (https://ecepp.ebrd.com). Registered entities will be notified directly when any procurement opportunities are published.
