General Procurement Notice

1. Funding Details

The above named client intends to use part of the proceeds of a loan from/grant administered by the European Bank for Reconstruction and Development (the Bank) towards the cost of the above named project.

Additional financing information:
An anticipated sovereign guaranteed loan of up to EUR 300 million to provide emergency capex financing for the fleet renewal to the JSC “Ukrainian Railways” (the “Company” or “UZ”).
The Project is expected to be supported by a parallel investment grant of USD 190 million from the Government of the United States, administered by the World Bank through the Ukraine Relief, Recovery, Reconstruction and Reform Trust Fund (URTF) as part of the Repairing Essential Logistics Infrastructure & Network Connectivity (RELINC) Project administered by the World Bank.

Project Description:
Projects aim at procurement of design and supply of eighty (80) electric main line locomotives for dual (AC/DC) supply voltage including 25 kV and the minimum operational speed 120km/h.

3. Other Information

Two-envelope bidding process will be conducted through international competitive procurement using a Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers” Fifth Edition, September 2023 (“Procurement Regulations”), and is open to all eligible Bidders as defined in the Procurement Regulations.

Procurement under this project will be conducted using the EBRD Client E-Procurement Portal (ECEPP). If you intend to participate in any procurement under this project, please ensure that you have registered in ECEPP (https://ecepp.ebrd.com). Registered entities will be notified directly when any procurement opportunities are published.
