The above named client intends to use part of the proceeds of a loan from/grant administered by the European Bank for Reconstruction and Development (the Bank) towards the cost of the above named project. Contracts will be subject to the Bank's Procurement Policies and Rules.

The proceeds of the loan from/ grant administered by the Bank will be open to firms from any country unless otherwise specified and will not be used for the purpose of any payment to persons or entities, of for any import of goods, if such payment or import is prohibited by a decision of the United Nations Security Council taken under Chapter VII of the Charter of the United Nations or under a law of official regulation of the Client's country.
The Client now intends to select and contract a consulting company (the Consultant) for the above named assignment. The selection method (procurement method) is shown above and interested firms or groups of firms are invited to submit a Technical and Financial Proposal.
The expected outcome of the assignment is as follows:
The Client approached the European Bank for Reconstruction and Development (the “EBRD” or the “Bank”) with a request to finance Project for the Regional Water Supply System expansion, as follows:
• Component 1 - Construction of a direct pipeline to the Municipality of Herceg Novi, which is currently only partially connected to the RWSC through Tivat Municipality secondary network. The estimated value of the construction works is EUR 1.5 million.
• Component 2 - Construction of a second pipe from Budva to Tivat, which will more than double the actual pipeline capacity. The existing pipeline is fully utilized during the summer season whereas new tourist developments and the connection of Herceg Novi have increased the demand. According to preliminary data construction works are to cost EUR 10.64 million.
• Component 3 - Construction of a water supply secondary network, wastewater and wastewater treatment plant (WWTP) for settlements of Dobra Voda and Veliki Pijesak in Bar Municipality. These two settlements are currently not served by conventional piped infrastructure; technical water is provided by mobile water trucks. During summer season water trucks daily deliver 1,500 times 10m³ of technical (not potable) water to the houses, apartments and hotels. People buy potable water in stores. Current arrangements for wastewater include septic tanks and/or untreated discharge to the marine environment. These two settlements have grown significantly in the previous ten years: there are 1,500 year round inhabitants and around 11,000 residential units that host more than 50,000 tourists during the summer season. The cost of the construction of the secondary water supply and waste water system is estimated at EUR 12 million.
The selected consultant is expected to provide the following services:
1. Preparation of the Preliminary designs of the water supply and wastewater networks, as well as for the wastewater treatment plant (WWTP) in Dobra Voda and Veliki Pijesak (Component 3)
2. Procurement and Tendering support for contracts for construction of the water supply and wastewater collection networks (Component 3) and WWTP in Dobra Voda and Veliki Pijesak
3. Contract Implementation (works supervision) for Herceg Novi pipeline connection construction works (Component 1)
4. Assistance with Compliance & Reporting Obligations under the Financing Documents
5. Environmental and Social Implementation Support
The assignment is expected to start on 10/02/2020 and have an estimated overall duration of 18 months.

Response Requirements:
In order to determine the capability and experience of consultants seeking to be selected, the consultant shall submit a response in accordance with the requirements of the procurement documentation available from the link in this notice. Following this request for proposals, the selection will be made from the proposals received in response to this notification only, on the basis of the selection criteria set out in the procurement documentation. The highest-ranked consultant will be selected and be invited to negotiate the contract, subject to availability of funding.
This consultant selection will be conducted by e-procurement using the EBRD Client E-Procurement Portal (ECEPP). Prospective participants who have registered in ECEPP and expressed an interest in the contract may access the documents and may request clarification and further information from the client through ECEPP. Following submission, qualified firms will be ranked on the basis of the criteria set out in the RFPS and the highest ranked consultant will be selected to negotiate the contract, subject to availability of funding.
